Action checklist for FIEs

Map your licences. Licences issued before 18 October 2026 continue to cover the licensed activities; new applications go to the provincial People's Committee.
Update the reporting calendar. File goods trading reports before 15 January and before 15 July each year.
Plan M&A deals around the deadlines. File Retail Outlet License applications within 30 days of the M&A approval; the grace period runs up to 12 months.
Check your treaty status and network size. It determines ENT, the Business License term and whether security clearance applies (including the 100 / 50 / 30 outlet thresholds).
Monitor licence compliance. Losing licence conditions can trigger suspension; 3 sanctions within 12 months can lead to revocation.
